Student Nurse Colleagues

As you are aware, the PNA and INMO have been lobbying on behalf of student nursing and midwifery members in relation to financial supports due to the effect of COVID-19 on students on clinical placement this year.

Following extensive engagement with the Department of Health, the HSE have issued HR Memo re Student Pandemic Grant regarding the Pandemic Placement Grant (PPG) of €100 per week of supernumerary clinical placement from the 1st of September 2020 to the end of the 2020/2021 academic year.

Letter from CCO re Students Placements

Dear Colleagues,

As you are aware we have been making representations with regard to the concerns around student nurses vaccinations in this regard please find attached letter from Dr Colm Henry, HSE Chief Medical Officer stating that “ clinical placements for all healthcare students (those who have and have not received/taken a vaccine) may continue in HSE facilities subject to students continuingcompliance with public health recommendations and infection prevention and control practice.

This is subject to the pending opinion of the National Immunisation Advisory Committee regarding the use of AstraZeneca.

Update Offer of temporary Health Care Assistant HCA contracts to Student Nurses Including Confirmation of Pay for 4th Years

Dear Colleagues,

Following continuous engagement with the Department of Health, Health Service Executive, and key stakeholders in the Third Level Colleges and the Nurse Midwifery Board of Ireland NMBI

We can confirm the following information applicable to 4th years:

  • 4th years shall continue in their existing placement location and shall be paid the HCA scale at point 1 (link to payscales below). Their Director of Nursing / HEI shall contact them advising them of the changes.

Nursing students will be contacted directly by their respective HEI's with additional details, it is envisaged that contracts shall commence from 14th April 2020.

Guidelines for Student Nurses PNA Escalating Campaign of Action

Overtime Restriction :31 st January 1 st , 5 th ,6 and 7 th February

As you are aware the PNA, are currently in dispute with the employer over the recruitment and retention crisis in nursing which is seriously impacting on service delivery and safe patient care.

Our campaign of action commences with nurses not making themselves available for additional hours (e.g. overtime) on the following dates: 31 st January 1 st , 5 th 6 th and 7 th of February leading to strike action 12 th 13 th 14 th February .

In the first instance the initial phase whereby, nurses will not be working additional hours ( overtime ban) 31 st Jan, 1 st , 5 th 6 th & 7 th Feb may require that students are allocated to self-directed learning, and/or reflective practice. since the reduced staffing levels will mean that it will not be possible to provide students with supervision or preceptorship

This situation will emerge if there are insufficient numbers of nurses to take charge of unit / area.

Where there are sufficient numbers to take charge of the unit / area, Supernumerary student nurses may proceed with their rostered clinical placements as usual, this will be relayed to them by the CNM2 for the unit / service area.

In relation to Fourth Year Intern Students, they will report for duty with their nursing colleagues at the designated assembly area and will take up duty with their nursing colleagues when area / unit has a sufficient complement of staff.

Strike 12 th , 13 th and 14 th February

Only employees are permitted to strike , supernumerary students and those attending lectures are not classified as employees. Students attending scheduled lectures during strike periods will not be directly impacted.

PNA SAYS NEW AGREEMENT ENDS TRAVESTY OF STUDENT NURSE PAY CUTS

The Psychiatric Nurses Association (PNA) said today (Monday) that the sanction from the Department of Public Expenditure and Reform to commence implementation of the agreement, reached with the Department of Health as part of the Lansdowne Road Agreement, in December 2015 will hopefully result in the retention and recruitment of graduate nurses into the Irish health system.
