Dear Colleagues,

As you are aware, the PNA have continued to engage with the HSE since our last discussions under the auspices of the Workplace Relations Commission and convened with them yesterday in the hope of securing definitive positions and resolution to two of the main issues, permanent contracts for our new Graduates and the Non-payment of THAs during the embargo period. Although we were somewhat hopeful that a resolution on these two issues could have been achieved, unfortunately this was not the case. 

It became clear in yesterday’s engagement that the majority of areas have yet to offer new Graduates any permanent contracts. Although we were hopeful of major gains regarding the issue, we were shocked at the total lack of urgency demonstrated by some areas and the lack of clarity that was illustrated yesterday. Considering that we have a historically high level of vacancies and an underfunded service, we believe that such an action is shameful and an insult to our new Graduates. It is a fundamental need to retain as many of our Graduates as possible. Apart from the vast amount of resources that have been used to fund our Graduates education, both financially and otherwise, our services are dependent on every new generation of Nurses in order to safeguard services. Inaction on this matter will only result in the detriment of same. 

Therefore, the Officer Board of the PNA have decided to commence Industrial Action on Tuesday

September 17th. This action will encompass Mental Health Services in areas where all New Graduates have not been offered permanent contracts. We believe that such a decision is the only way to attempt to safeguard the future of our services and Graduates. 

An online National Executive Committee meeting will be held this coming Tuesday, September 10th at 2pm. A link will be distributed to Branch Officials prior to same. This NEC will be an opportunity to plan and inform regarding the upcoming action and prepare areas that will be impacted. Although the time period is short, we would ask for as many branches as possible to ensure they have their delegation in attendance at the meeting.
